As «Caucasian unit» correspondent learnt, the initiative group on carrying out of the referendum in Hasania settlement which structure included deputies of local self-management, appealed against the verdict of peace court in the Nalchik city court.
As we had already informed, according to the verdict members of initiative group had been penalized with the administrative prevention. In their complaint in the higher judicial instance they emphasized that the court did not have bases for administrative penalty, as there was no event connected with administrative offence.
Meanwhile it became known that the president of Kabardino-Balkaria Arsen Kanokov suggested KBR Parliament addressing to the State Duma of Russian Federation with a legislative initiative about amendments in the law «About general principles of organization of local self-management in Russian Federation» to create legal grounds for restoration of status of municipal formations of settlements Hasania, White Small river, Kenzhe and Adiuh.
Note: according to the law «About status and borders of municipal formations in KBR», adopted in execution of the above-named federal law, a number of municipal formations in Kabardino-Balkaria lost their status and became a part of Nalchik. The population of settlement Hasania in its majority did not support that decision and on October, 9th on the referendum they voted for preservation of status Hasania as an independent municipal formation. Now the complaint of the settlement inhabitants is on consideration in the Constitutional court of Russia.
