Vladimir Putin charged to the head of the President administration Dmitry Medvedev to prepare in the five-days term a package of amendments on behalf of the president in the sensational bill about noncommercial organizations. Those amendments, told the Russian president of at the meeting with the members of the government on Monday, should generalize recommendations of the European colleagues, the concern of the Public chamber of Russia and representatives of nongovernmental organizations of the country. The situation was commented to the correspondent of «Caucasian unit» by the expert of the Institute of human rights and the Institute «Public expertise», the author of one of the expert judgments on the bill Lev Levinson.
» If to speak about five days terms, it is obvious that is not enough insufficiently, if the president declares about his desirability to consider the position of the Public chamber of the country. The concern of the Public chamber was in complete connection with that it is not allowed having any opportunities to lead public examination of this bill that the chamber could make only being formed. And the chamber will be organized only by January. Accordingly, five days do not solve this problem», — stated Lev Levinson.
«Actually, it is good that we already have some consent of authorities that in that version in which the bill had been passed in the first reading, it is impossible to adopt it. Still it is quite the other thing what real amendments the president could suggest. It depends on work of the public, the Public chamber, the Council on development of civil society and human rights at the president of Russian Federation,” — believed the expert.
«We, experts’ commission of nongovernmental organizations, have sent our variants of amendments. It is not the fact that they should have been rejected, though the ideological orientation of the president’s speech is doubtful. When he speaks about desire to secure our political system from any intervention from outside it is possible to understand it narrowly — as inadmissibility of political parties’ financing from abroad. That does not cause any objections. But the law had already forbidden such intervention. So, willy-nilly, we have to interpret it more widely. What is it possible to understand as influence on political system? But if the forces which prepared the existing bill are connected to preparation of new amendments in it and we would not manage to affect this process, we may expect something worse», — the legal expert considered.
