Human rights observer in KCR made statement

On January 25th Vladimir Titorenko – the human rights representative in KCR stated his vision of the situation connected with the elections of Cherkessk mayor. He reminded that the local self-management is one of bases constitutional institution of Russian Federation; it is admitted, guaranteed and carried out in all the territory of Russian Federation.

«Recently Cherkessk citizens began phoning me, sending written applications in which they told about infringements of their constitutional laws to elect and be elected in the institutions of local government! — declared Titorenko.

On behalf of the human rights representative in KCR the workers of the body had analyzed the developing situation with elections of the head of Cherkessk. It was found out that the charter of Cherkessk adopted in 2005, had been cancelled by the town court, as passed with infringement of the federal legislation (though it was promulgated and registered in the corresponding bodies).

Consequently, Titorenko assured, old edition of the town charter of 1997 in its edition of 2004 (that provides direct national elections of mayor) should operate. Accordingly, that charter should be used till the moment of adoption of the new charter of the municipal formation.

«The Cherkessk municipal election commission used its legitimate right, and dated elections of the head of the town municipal formation to March 12th, 2006», — concluded Titorenko.
