On an emergency meeting of Abkhazian parliament the deputies approved the decision on announcing amnesty in commemoration of the twelfth anniversary of Independence Day of Republic of Abkhazia – on September, 30th, 2005. Amnesty was initiated by the president of the republic Sergey Bagapsh. It should be the third amnesty for the post-war period. The first amnesty had been declared in 1998 in honour of the fifth anniversary of the Victory, the second – in 2003, in honour of the tenth anniversary.
