As «Caucasian unit» correspondent learnt, on December, 23rd the town court of Kabardino-Balkarian capital announced the verdict under the complaint of lawyer Dorogova about stay of investigation process on the fact of death of inhabitant of Hasania settlement Rasul Tsakoev. The court recognized unreasonable the decision of the inspector about stay of investigation on the fact of Rasul Tsakoev’s death and cancelled it. The case was directed for new investigation.
Note: Rasul Tsakoev, according to his relatives, died because of thrashing and tortures in the Department on struggle against organized criminality of the Ministry of Internal Affairs of Kabardino-Balkaria on what he had time to inform before his death.
Investigation of the criminal case on the fact, in the opinion of Rasul Tsakoev’s father Djamal, was badly conducted. It is stopped for the second time ostensibly because of impossibility to define guilty people. Actually, as he said, guilty people are known.
In lawyer Larissa Dorogova’s opinion, the case could have been investigated and litigated only in one case if the public prosecutor of Kabardino-Balkaria would be replaced and on his place a person with principles would come — for whom the word «law» would not be a meaningless phrase.
