Earlier such decision of Maykop mayor Nicolay Pivovarov had been protested by Maykop town Office of Public Prosecutor as falling outside the limits of his administrative competence. The land on which there had been begun the monument’s construction, is in the federal — but not the town — property. V.Semenov emphasized that this protest was sent to the administration without someone’s requests.
«Subsequently, — he told, — we were addressed by one of public organizations which asked to check up legality of allowing documentation. Such check was made by us: the documents confirming the consent of the Ministry of Defense of Russian Federation on fixing of a monument in this place, as well as the necessary architecturally-town-planning documentation were received. Therefore we answered public organization that from the point of view of the public prosecutor’s supervision there are no any bases for our involving in the construction».
