In the basis of the budget of Kabardino-Balkarian Republic the former, inefficient principle of financial actions is kept; there is no program-target approach — such conclusion auditors of the supervising-account chamber of KBR after carrying out of examination of the republican budget for 2006.
«Generated on the basis of the inertial variant of the forecast of succession of the situation the budget will not promote structural changes in the economy of republic and cannot be the tool of the effective governing. In formation of profitable sources and items of expenditure there is no substantiation of calculations; the principle of indexation of incomes and charges according to the reached results prevails; that testifies to lacks of the budgetary planning», — was spoken in the report of the SAC of KBR.
In the auditors’ opinion, orientation to the inertial way promotes preservation of the high leveled donating of the budget (nearby 70 percent). And the most dangerous: such approach was kept in the perspective three-year financial plan, too.
