New application for referendum in Tuapse

13 Tuapse town inhabitants on June, 29th ha submitted a petition to the town elective commission addressed to its chairman — Michael Yermolin — with the request to register their initiative group for carrying out of a local referendum with the basic question: “Do you consider necessary to reject functioning of the bulker terminal for agricultural chemicals in the territory of Tuapse town of Tuapsinsky area?”

“As a result of carrying out of such referendum, the authorized representative of the initiative group for carrying out of a referendum Evgeniya Tretyakova informed, town dwellers wish to not admit that in their town a bulker terminal for agricultural mineral fertilizers of the company «Eurohim» (Open Company “Tuapse bulker terminal”).

Earlier, on June, 1st this year the petition with the analogous request was submitted to the Tuapse regional elective commission. But in 15 days as the authorized representative considered, for some far-fetched reasons the initiative group was given up in registration. Now, having analyzed the situation, the initiative group came to conclusion that it would be expedient to address not to the regional, and to the town elective commission.

The right of Tuapse inhabitants to carrying out of a referendum on prohibition of functioning of the transshipment terminal of the agricultural chemicals in the territory of their town is provided by item 2 of clause 14 of the Federal Law “About environment protection”, Evgeniya Tretyakova makes comments on. In it it is specified that “at construction of objects, which economic and other activities can spoil the natural environment, the decision on their construction is adopted in view of the opinion of population or results of a referendum”. Committing infringement of the mentioned requirement of the law the opinion of the town inhabitants at decision-making on construction and functioning of the Tuapse bulker terminal had not been considered.
