Vladimir Karataev, coordinator of the informal association «Noncommercial Partnership «Voice», monitoring elections in Adygeya, considers that the basic political struggle for the post of the head of Maykop town administration in March of the next year would be developed between that candidate for the post, which would be offered by the republican authority, the ex-head of the town administration Mikhail Chernichenko and present mayor Nicolay Pivovarov. The last one, he notified in the interview to “Caucasian unit” correspondent, in developing conditions, maybe, would not propose his nominee at all.
Under the information published recently in the newspaper «General Newspaper», V. Karataev told, the Russian presidential administration and the management of the federal districts started a campaign for «mayors’ cleaning». They formed the lists of those, whose activities should be ostensibly checked up. The basin attribute, according to which those lists were made, is often mentioning of the mayors’ names in mass-media in some negative context. Among the others in the lists across the SFD there is the name of Maykop mayor Nicolay Pivovarov. Whether he would stand therefore, becomes clear only in the forthcoming autumn.
Who would be supported by the command of the Adygeya president, it is not known, the coordinator of the informal association told; but that such figure would appear, he does not doubt. The appointed head of the federative subject, in V. Karataev’s opinion, it would be especially important to have some «controlled» mayor. Therefore the campaign against the present, elected by people, head of the town administration would be objectively important. As to the campaign as a whole, as Karataev considered, it would be favourable not only to the authority in the region, but also to the federal centre. If the regional authorities get control over big cities of region, Moscow in exchange will continue to strengthen the power vertical of authority.
The coordinator of «Voice» said about the deputy of the State Duma of Russian Federation Nicolay Demchuk that even if his nominee is proposed by «United Russia» and supported by the Adygeya president Aslan Tkhakushinov, he will have poor chances to become the mayor all the same. The local elections, he explained, are ruled not by the parties, and by the people. The administrative resource does not work, too, in the measure it works, for example, during the Duma elections. Therefore behind the candidates, Karataev notified, there should be the groupings with appropriate resources capable to lead during elections.
In Karataev’s opinion, in the March municipal elections there would be a candidature of an Adyg, too. He reasoned it mainly with that usually in the elections only 30-40 % of the voters participate – people do not believe in them. Besides the elections pass in one round, and provided that «the cards» would be played skilfully, anyone can win.
Let’s note, Adygs propose their nominees for the post of the head of the town administration to the municipal elections. As a rule, they are 2-3 men, and they «get» only insignificant percent of votes. It is considered that such nominees always go «in a pair» with a real Russian nominee — «to neutralize» the votes of Adygs. In total in Maykop Adygs have 10-12 % from the whole quantity of the town population.
