State Duma of Russian Federation passed law on NGOs

The State Duma of Russian Federation adopted on Friday, on December, 23rd, in the third, final reading the law concerned activities of noncommercial nongovernmental organizations. For adoption of that law 357 deputies voted, 20 were against, refrained — 7.

The law specified the special order of state registration of public associations and noncommercial organizations and defined the order of requirements to their registration.

The document stated that after the law’s coming to power, public organizations should not pass any re-registration. For representations and branches of foreign NCOs there will be the general notifying character and the registration order in one registering body.

Besides branches of the foreign noncommercial organizations should notify about the program of their activities, and also about volumes of financing as well as about organizations with which they would intend to cooperate in Russian territory.

For public associations without the legal person obligatory registration of notifying character was cancelled.

The norm of fixation for the registering body of the right to conduct financial control over noncommercial organizations was excluded from the bill.

Note: the law has caused a great negative resonance in the media and expert communities. After the second reading in the amendments’ table recommended for adoption, there were many offers from independent deputies. It became less odious – the experts agreed. However even in such version the law is all the same unacceptable — approved independent members of the parliament.

Oleg Smolin from the Communist Party fraction of Russian Federation told, for example, «now noncommercial organizations are offered to tear up only in a half».
