As a source in Hasania settlement of Kabardino-Balkaria informed «Caucasian unit» correspondent, Nalchik town court, having considered complaints of members of the initiative group on carrying out of referendum in Hasania settlement, had cancelled the decision of the peace judges according to which they were inflicted to punishment in the form of administrative prevention.
The town court did not find in the actions of the initiative group any structure of administrative offence. In the court’s verdict it was told that the Code about administrative offences did not provide any responsibility for organization and carrying out of referendum.
Note: according to the adopted by Kabardino-Balkarian parliament the law «About status and borders of municipal formations in KBR», Hasania settlement was abolished and integrated in the structure of Nalchik town. The most part of the settlement’s inhabitants was against that: in that connection the referendum was held on October, 9th. A little bit more than a half of inhabitants of the settlement took part in the referendum. The overwhelming majority voted for existing of the settlement in the form of municipal formation.
Now the complaint of the settlement’s inhabitants is on consideration in the Constitutional court of Russia.
It is also became known that the president of Kabardino-Balkaria suggested the republican parliament bringing in the State Duma a legislative initiative about amendments into the law «About general principles of organization of local self-management» which would allow returning to Hasania settlement its former status.
