The parliament of Kabardino-Balkaria discussed the legislative initiative developed by the Office of Public Prosecutor of Kabardino-Balkaria, for bringing in the State Duma. In it there was a question that under the federal legislation jury can consider cases about especially grave crimes. However, gave reason the Offices of Public Prosecutor of KBR, practice shows that «jurymen are not ready for fair verdict».
In that connection the Office of Public Prosecutor suggest excluding from the list of cases which can be considered by courts with jurymen’s participation, cases about terrorism, organization of illegal armed formation, gangsterism, violent capture of powers, armed rebellion.
During discussion of the legislative initiative of the public prosecutor the deputies had disagreed. One supposed them reasonable, having referred that in the national republic there are many factors stirring fair verdicts — related ties, neighbourhood, acquaintance, and so on. Others objected, referring to existence of jury all over the world. As a whole the initiative was approved, but they sent it for completion.
